James M. Wahlrab, United States Marshal for the Southern District of Ohio, announces the arrest of Dalcapone Alpaccino Morris. Morris was wanted by the Dayton Police Department for Murder, Kidnapping, Aggravated Robbery, Aggravated Burglary and Aggravated Assault. Morris is alleged to have murdered Richard Pogue on June 2, 2009.

Police believe Pogue was shot execution style during a drug-related robbery. Due to the severity of the crime, the Dayton Police Department and U.S. Marshals Service made locating and arresting him a high priority. The case was assigned to the fugitive hunting, multi-agency task force known as the Southern Ohio Fugitive Apprehension Strike Team (SOFAST), which is led by the U.S. Marshals Service.

For the past two months, the SOFAST team conducted weeks of surveillance and upwards of fifty interviews of family members, friends, and associates of Morris. At approximately 4:30 this afternoon, their hard work was rewarded when they received a call from one of the persons they had interviewed simply stating, “Dalcapone is at 3011 Nicholas Street”.

Marshals and Dayton Police quickly surrounded the house and yelled for the occupants to come to the door. To their surprise, the door was opened by two young children. A search of the house initially failed to locate Morris (or any adult) in the house. Marshals then entered the attic and found it full of insulation.

Based on their years of experience and number of fugitives they had previously found hiding in attic insulation, the Marshals immediately began to sift through the insulation. Almost immediately, they observed clothing and then Morris himself buried under the insulation. Morris was quickly removed from the insulation and placed in handcuffs. Morris was transported to the Dayton Police Safety Building where he was turned over to Dayton Police Homicide detectives.

SOFAST in the Miami Valley area is comprised of the following federal, state, and local law enforcement agencies: United States Marshals Service, U.S. Attorney’s Office, Ohio Adult Parole Authority, Clark County Sheriffs Office, Darke County Sheriffs Office, Preble County Sheriffs Office, Dayton Police Department, German Township Police Department, Germantown Police Department, Greenville Police Department, Miamisburg Police Department, Moraine Police Department, New Lebanon Police Department, Perry Township Police Department, Springfield Police Department, and the Trotwood Police Department.

The U.S. Marshals Service was America’s first federal law enforcement agency and each year arrests more fugitives than all other federal law enforcement agencies combined.
